Also it's different from company to company when an applicant doesn't qualify based on a background check. Sometimes it's enough if you have questionable literature listed on a profile or you tend to post provocative comments that lead to discussion and fights

Your ISP can see all the traffic you request out and that is sent it. There is a destination IP and a source IP for any packet sent. Packets can be encrypted so they may not know what you're sending or what you're receiving, but they know it's going to you, and they know it's going from you.
If your incoming packets are coming from Sup Forums's IP address, then your ISP has proof that someone with accsss to your node was browsing Sup Forums. If it's routed through a VPN, then your ISP only knows that you were using that VPN to request packets.
Your ISP also knows if you're sending packets directly to Sup Forums and thus participating, unless you've routed it through a VPN.
So yes, someone posting to Sup Forums can spoof your IP, but that info doesn't prove dick. And someone can send your IP all the unrequested packets they want to, and that info doesn't prove dick.
But your ISP knows the outgoing and incoming IP addresses of every packet that goes through your router. If it didn't, it wouldn't be able to route them to you.
