In spirit, certainly. Punk is inherently sceptical of the legitimacy of authority over many aspects of one's life. Punk rose I could say, out of a reaction to what would now be considered hardcore conservatism and more censorious standards at the time for what constituted music and art. A movement which prided itself on rejecting authority, had a medium for expression and rejected the societal norms, customs and whatnot would be a natural place for a young leftist who wanted to shock old conservative people with the music they listened to, how they dressed or how they spoke.
Many punks identify as libertarian however. I believe the ramones certainly did.
