No that's not how it works, they were clearly protecting hillary if she had not been a possible presidential asset to them she would've gone to jail there and then. They didn't need the 60 vote mark. The reason the bill was shit was because it was planned to come in phases. First they wanted to repeal a ton of shit from Obamacare like the mandates. They were trying to pass a budget bill that would only need 50 votes,and that would stop the American people from having to pay penalties and effectively not getting Healthcare because of the high costs of premiums. Phase 2 would have been the improvements.
They didn't need it for the budget reconciliation bill, but that shit was basically a band-aid on a shitty bill with promises to fulfill later. It was pulled because it couldn't even get enough support in the House which did not bode well. If Trump can manage to to get his 60 senate votes he would be able to put through an actual repeal/replace of ACA instead of a half-assed budget bill.

Exactly, which is why this is being pushed back to a 2018 election issue. It's a huge wedge issue even among Republicans. "Do you support Trump's repeal and replace of ACA" is going to be a deciding factor on who takes those 28(?) seats.

There are a lot of D seats going up and not very many R, unless Trump completely shits the bed in the next year he will most likely be successful in gaining at least a few of those seats for Rs.
