Well, he'll pretty much feel at home then as long as he's fluent in Spanish. Since he can speak Spanish and shares a colonial history with Spain, it doesn't make any sense to drop everything and try to assimilate as a German. It would be far more difficult.

I think to apply for citizenship you have to pass an oral and written language exam and hold a steady job for two or three years.
They made it harder last year because of the mass invasion of shitskins.
You can get a permit to stay for a few years if a college or university accepts you. You have to be qualified for higher education (school diploma) and also pass a written and oral language test that's called DHS, "Deutsch für das Studium an Hochschulen". Oh, and don't confuse "Hochschule" with "high school" - those are false friends. Hochschule in German means Universität or Fachhochschule, i.e. university or college.
Acutally I find it harder to assimilate with either mexican and american culture, most of my family is very fluent and I'm the only one that can't speak good spanish only understand it. I also it that it easier to speak german than spanish even though they are based on latin. Hell I even know a little bit more on german culture than my own
