Consumers can't swap to another ISP because their aren't any other options. No new options will appear because of the ROI on laying new broadband lines has such a massive time horizon that nobody but fucking Google can afford to take the risk.
Without a free market, and in such an essential industry, it is the governments job to protect consumer interests. Without net neutrality, the free market determination of the value of internet services is warped and corrupted by a monopolized industry.

Google gets traffic because people choose to use it. Google has no inherent advantage over Yahoo or any other search engine. Google only has value because the free market has dictated is has value. This is a problem with ISP's not being regulated enough as a utility and anti competition lobbying in washington. Google does not drive up prices, the prices are dictated by how much they can make people pay. ISP's operate on 97% profit margins and post profits in the billions each quarter, the prices are an expansion model, not of necessity and costs.
