What Tillerson is suggesting is negotiating Assad's removal, which means that the Assad government would stay in power, and more likely than not a successor would be picked who could keep the peace. Also, this would all be after the war, meaning that Syria would already be stabilized, and theoretically the wahabbis would be removed.
