My conclusion is that he is too disconnected with reality to adjust to current circumstances. Sure just ignoring the US calls for regime change worked well for the last administration, but things have changed with Trump.

He didn't do it purposely. From what I understand it was a regular airstrike on rebels. The airstrike burst a rebels owned and operated CW depot. That's why only 80 civilians died, not that much in a real CW attack. How and why rebels have a CW depot is beyond me.
