Russians claim that they had no prior information warning them of the strikes, the pantsir and s300 systems could easily have shot down 36 tomahawks.
The reason they probably didn't get all of them is because tomahawks fly at a low altitude, using it to avoid lock on from ground based AA, which is why Russia should send an ECOWAS plane to scan from the top down.
Also S300 batteries only have 4-6 missile tubes, so their efficacy is limited when facing this many missiles.
