When a new group comes to power in a revolution they are able to purge the former bureaucracy of it's occupants and staff it with those loyal to the new regime.

In a democratic country like the US, when their is a leadership change (even one as drastic as Trump) their influence is blunted because they can't replace enough entrenched bureaucrats, judges and legislators with their own people. Also the pool of advisors is controlled by the legislature which again makes it hard for Trump to staff the government and his cabinet with real nationalists.
