The accusation is making an international agreement to not commit war crimes and then breaking it. The idea is that if he can't be trusted to follow something so basic, he can't be trusted enough to be a party to any agreement for ending the war.
If it's not possible to establish a lasting peace with him around, then that implies the only way to end the war is to install a replacement. To avoid that outcome, he'll have to start following agreements made by himself or by Russia.
