We have tens of thousands of anti-missile systems as well as the fact that they haven't been able to conduct a single successful long range missile test.

The question becomes whether or not those losses are acceptable. If it gets to the point where Best Korea develops a missile capable of reaching the US I would argue they are. Evacuate the city before you make your move and then go full on shock and awe.
