As others have said, the burden of proof is on the person making the claim. Typically you would have an investigation done to find out what happened. There was no investigation as far as we know. Given that many parties seem to have had information about the event prior to it happening, perhaps Trump did have evidence. Or maybe it didn't make a difference in his decision making process.
