The statues are legally the property of their original owners (Arturo and the index fund). The city is giving them permits so they can be "left" there without being removed by the city.
Of course, that means there are layers to the whole thing. A conservative mayor, for example, could simply refuse to renew the permit for the fearless girl. Or, since it doesn't actually belong to the city, either party could move either statue if they had a reason to.
