For instance, when they built the first Comcast tower in Philly, the designers put in waterless urinals. Well, the plumbers union werent having any of that. So Comcast agreed that the plumbers could install the water pipes throughout the building, even though they'd never be used, so that just in case they were needed the pipes were already available in the walls.

This was an inefficient waste meant solely as a shakedown so that plumbers in Philly could take a slice of the action.
