what if you made a vehicle for them to travel in that went faster than anti-air and jets, or went above them. you could call them, i don't know, how about rockets? the little guy could sit in the nose of it holding his nuke, then when the "rocket" got over the drop area, the guy could jump out and drop in to the target zone.
