You want an honest solution? Create a dummy website link that allows you to aquire the ip address of all the newfags that post here. Use that information to dox them. Then either kill them one by one, pay someone else to do it, or if you prefer less murder just find their social media and link all the evidence that they post here to their employers and loved ones.
Another option is to gather the money together as a group (assuming 100% of Sup Forums oldfags aren't poor) and buy the site from Hiroyuki. Then you can implement a new set of rules and mods that punish the type of behavior that is ruining this place.
Yet another option is to create another splinter chan, but it'll be slow as fuck.
