Irans official stance on homosexuality is that it isn't a real thing and instead these homosexuals were born the wrong gender, spiritually they are of the other gender. So the government offers free sex changes to those that apply. It's not illegal to be homosexual but it's illegal to act on it (sodomy) as is sex outside of marriage.
