I think the best solution is private health providers competing with each other as much as possible to keep costs low.
Then apply socialism by giving "health credits" (like food stamps) to cover premiums for those who can't afford it.
This way the private system keeps costs low, and the public payment system makes it accessible to the poors.
Poor people disproportionately work in restaurants. Honestly it's better if they're not sick.
