Are European brains so small that they don't realize the purpose and power of bluffs? America can bluff that it is sending ships to the Korean peninsula to flex its muscles, but if the message is sent then there's no reason to actually do it. It's expensive to transport ships, and they likely had their own schedule that they needed to keep to.

The whole thing was a strategic bluff designed to frighten Kim into submission, and ultimately the North Koreans launched a missile, but that missile failed and puttered into the water. If the North Koreans try again, it might not be a bluff.

Trump is trying to curate a reputation as being unpredictable because he does not want America's enemies to know what he is going to do. This is working in making all of the other nations submissive - see China.
