Most of the nurses I have spoken to say it is the middle managers salaries. I heard a figure that I can't recall, that so much money is wasted on finding translators for foreign nationals and even citizens here who can't speak the language. A lot of money is also wasted on people misusing A&E. For example, if drunk people were charged £50 for turning up and wasting time unneccessarily, a lot of money would be saved.
That said, even if these issues were 100% addressed, the NHS is thoroughly unsustainable. With population increase, we can counter this by hiring more Doctors etc. But we don't have an infinite amount of space to build hospitals and money to buy massively expensive medical equipment. The NHS will not be around in its current capacity within 25 years.

My argument is not against the record of the Labour party in opposition, it's that it is in the nature of Parliamentary opposition to frustrate the plans of Government.
