I have lived there in the past and it was comfy as fuck. They have beautiful women, great food, and a great culture. The things that are holding them back are their education system and their government.

I'm an engineer, and worked on a couple jobs in Monterrey, Mexico around 2010-2012. Here are some anecdotes from my experience:

Mexico was the USA of Latin America before the drug trade began. It was the cultural center, where most movies and music came from, and influenced all the rest of the spanish speaking countries (except Spain). That's the reason why things like charro music, and characters such as Cantinflas and Chespirito are popular in all of Latin America. Here's what I've got from some years living here:
NAFTA allowed for a lot of money to get in the country. Cheap labor has helped a lot of low skill workers to get jobs (some state governments went as far as to praise the sole arrival of things like Ford or BMW factories) and there was. Additionally, lots of people are coming to the country because this openness is being established with other people. I've seen a lot of Japanese and German people in my city as a result and they all are p-nice.
The downside? Smaller businesses are getting trampled over and local stuff never gets very big in the face of multinationals (Walmart, 7/11, etc.). Also, most people I've met who run businesses don't try to go very big since they're sort of family-oriented, so neoliberalism really eats them up when the big boys come to town.
There are young people trying to make businesses of their own, so maybe we'll see a Mexican spike of progress in the coming decade as people become more educated and the old PRI politicians die.
Being in the US sphere of inffluence is complicated and it often sucks, but I guess it has its upsides too.
