both are right, there are different philosophies involved. the Ford Class is made to produce as many sorties as possible and basically improve on the Nimitz Class design with more modern tech. as a trade off for this very effective design comes a very large crew and high cost which is fine if you can foot the bill. the British design was done to streamline the process and automate as much as possible to keep a small crew and maintaining consistent sorties whilst keeping costs down.

A Carrier Deck is not as long as a runway. And a carriers purpose is to launch aircraft.
The idea of the ramp is to help loft the aircraft for more initial lift on take-off and climb-out. We in Merica don't fuck around with baby carriers anymore, so we have more deck space, meaning more speed and lift during take off. Catapults and deck space negates the need for a ramp.
Smaller CVs need that extra bump of lift to launch aircraft. I think Russia did it because it was easier to engineer than a similar catapult system to ours.
