Well it depends, the paper above argues that it's probably either some thermal effect or magnetic interference with the sensors. So if its the first, then it might stay in orbit for a bit, but then it would be incredibly inefficient. If it's the second then there is no thrust at all and it'll probably de-orbit pretty quickly.

Geostationary orbit is 35786 km above the equator.
The earth's radius across the equator is only 6378 km.

So even geostationary satellites are easily far enough.
