What if we provided subsidies or funding to certain groups like urban black women in order to get IUDs for long-term birth control? Not only would it make up for their irresponsible behavior and prevent unintended pregnancies which would lead to increased welfare spending and lower-IQ culturally destructive demographics, but they could also get better jobs without having to worry about pregnancy and could thus help improve economic productivity.

I imagine its only a matter of time before "at risk" (see poor minorities) teens are provided IUDs for free to stop unwanted births. It would be nice if to even have the IUD removed they had to show evidence they were capable of caring for a child/cohabitated with the father for 1 year+.

It is not going to work, it is going to be counterproductive. Schemes like these always are because it is:
a) voluntary
b) depends on the good judgement of the individual.
Result will be that you limit the number of babies of the smarter, more responsible ones somewhat. But not the target demographic.

Stop subsidizing undesirable behavior for minorities. They didn't need welfare under people like Eisenhower and births were in wedlock and they were prospering economically.
