Conservation and environmental protection is important but the epa is a bloated bureaucracy that has a disconnect between the farmers and rural citizens that actually live on the land.

I don't think it should be completely removed but i think more power needs to be in the hands on local agencies

Dismantling the EPA won't do that.

EPA was "cleaning up" an abandoned mine and "accidentally" released millions of gallons of contaminated wastewater into the Colorado river. Coincidentally, the EPA had been trying to force several local communities to accept federal funding for new waste water treatment plants. This probably had nothing to do with EPA officials wanting kickbacks from the contractors who would build the new waste water treatment plants.

Ever remove and clean the filters/restrictors on your faucets? When you run the water without the restrictor, it's common for it to run black or brown for a few moments or minutes. The flow rate is greater and frees material coating the inside of the pipes.
