They can't, because the DeZ RC have bled dry and can't sustain a push or any other similar breakthrough operation. They are the only gov force there that's worth a shit, but they are too few and thus can only do so much.
The problem is that the gov is trapped there, DeZ is a one-way ticket for reinforcements, and they have too much there to just let it fall and write off the losses. So that siege will most likely last until the end of the war.
