Actually he didn't, Albert Speer had to do that, in the middle of the Russian campaing he entered in office and saw that Germany wasn't building total war, women were not working on factories like in Russia or USA, consumer goods mantained the same production than in pre-war times, Hitler only did one thing right, unite the germans against jews, for anything else he was a clownish moron and most of the people who had the real work done didn't respected him.
