Sounds like standard academic nonsense. Yeah, sure, war has changed. But not in this sense that nations no longer matter, or that war controls history.
The battlefield is clearly not under total control when you have superpowers incapable of defeating minor armies. But the academic formula is to flip things on their head, use other ideas to create a synthesis, and try to come off as if you've created a paradigm shift of ideas. In the end, most just come up with bullshit.
