When Darwin wrote this the "white" races constituted something like thirty to forty percent of mankind. The world he lived in is historically remote and alien to anyone alive today. There used to be pamphlets coming out in London circles lamenting the loss of the "primitive" races and how the native Africans and island peoples were facing extinction.
He would never have foreseen or at least never imagined it likely that the enfeeblement of the civilised world would lead to such a dramatic reversal.

He was expecting that, because that's what evolution would entail: only the fittest survive.
What Darwin didn't account for is the trend of wealthy/intelligent peoples propping up the lesser races like what is currently happening today. Food programs/foreign aid monies are not natural in Darwin's world.
It's interesting how quickly the world went from the ideas of Social Darwinism to whatever cucky bullshit we have today
