It stems from the weird phrasing of "victims"
See, while some religious leaders were affirmed as killed, *eta 100.000 - 180 000. the rest of these millions of victims seem to be victims of "religious restrictions" Of the items mentioned prior that last statement.
I tried finding evidence of these murders, but what I came up with were at best extremely conspiratorial/unscientific sites such as

But this DIP in the stats is referring to the actual war casualties (the best ones I could find, widely debated *some claim more military deaths were hidden)
The soviet army 10,700,000 The civilians 13,900,000
So out of these civilians
Civilian forced laborer deaths in Germany totaled 2,164,313
Civilian deaths by Direct German violence 7,420,379 (not hard to believe considering Leningrad claimed 1.2 million CIVILIANS alone...)
The rest is attributed to famine, disease and what not. (even if we assume that "what not" means death by socialism, we must admit the numbers are starting to look rather insignificant.)
Now with this in mind.. Look at that dip again. look at how 20-25 million losses (15-20% of the population) correlates...
It matches up. SO where the hell would 20-66 million more deaths be? It doesn't make sense.
