Does the feed seem to have more static than normal? Seems less chrisp than normal.

Does anyone have or know where I can find stats on how long I takes each call to be responded to? Seems to take a very long time from when it is dispatched to when someone arrived. At night, even a realitivly quiet night, I calculate 40 minutes and just nights two hours.
What is the point of even calling police for a random make black in a hoody looking suspicious near a factory if no one comes for 2 hours?
