My country approved the first legislation for net neutrality in 2010. Before that, ISPs did what they wanted, it was awful, they offered 128/32 and branded that like "broadband", throttled different services, and shit like that.

On one hand, ISPs should be able to tell Netflix to pay more if they're hogging all of the bandwidth. But there isn't enough free market competition to say the free market will fix it. It's all a monopoly in most areas. I have the choice between Centurylink (shit) and CableOne (slightly less shit)
