In Quebec where I live you never see flash floods. The water has just been rising by a lot lately because we've been getting ridiculous amounts of rain for a sustained period of time
Yeah every 5 years or so we get high precipitation events that cause the water treatment facility to be overwhelmed, at which point millions of gallons of shit flow into the river.
