Civil engineering wasn't exactly a science during the conception of the city and the urban planner who conceived it didn't plan on the hustle bustle and automobile use of modern times.
It was a great design for its day but in this day and age, it's subpar.

I visited Barcelona and stayed in a hotel not far away from that cathedral. It's pretty nice when all buildings are old, different and decorated. No dull concrete and glass jungle.

For OP how is Argentina's relation to the UN? I was researching Uruguay and they have a tiny army but make up the bulk of the UNs peacekeepers which I found strange. Is Argentina the same?
