That is not true. Arabia was garbage before Islam, bunch of pagans doing nothing.
Islam is what made those cities. During the Islamic Golden Age Muslims would unite knowledge from all great civilizations (Greeks, Persian, Chinese, Indians, etc) and would develop it. Baghdad, the heart of the Caliphate, was the scientific and cultural center of the entire world. People of all faiths would visit Baghdad to develop their knowledge, Islam allowed this.
But ever since the sack of Baghdad, the Muslims have been in a never-ending Dark Age and they haven't done anything for humanity in 800 years.

Intellect is required to survive seasonal hardships because lower IQ is associated with inability to plan. During the 80000 years of human isolation pre-civilization era you can map out which races lived in difficult climates and which ones did not, and you will find those same races have average IQ scores today that directly correlate to that map.
