Downloading pirated media isn't illegal so I don't think you have your facts straight. Only distributing pirate media is illegal in the UK.

The UK has been "cracking down on piracy" for a decade plus and it has never, ever made any difference. They block known torrent trackers for piratebay and other large sites, but people just run endless proxies for these services.

Not to mention that it just drives people to private trackers which are generally small and well hidden and tend to be invite only, so are hard to get into for law enforcement. As people diffuse to smaller more private trackers the number of sites to block/monitor goes up, it's an endless problem that will never be stopped.

When traditional media dies completely and netflix and alike are the primary means of distributing movies/tv then piracy will come down, same way that steam did that for gaming.

It's much easier to block VPN servers than to search for copyrighted material inside your stream. VPNs have static computers around globe, for which they pay money and that can very easily be blocked.
