The context of that passage is the prophecy of Christ, which is fulfilled with Jesus. At which point the same thing is repeated, where all who believe unto Christ are 'israeli' and are blessed. Those who opposed him will be cursed and "scattered across the earth", like when the jews murdered Christ and in 70AD the Romans destroyed Jerusalem and the 2nd temple and the jews were scattered across the earth as they were without a home - this is widely seen as fulfilling the old testament prophecy. It has nothing to do with modern day israel.
