tornadoes are very predictable; you may have to rebuild your house ten times but id think it could actually be safer than living in say
California near the San Andreas fault
you may never experience an earthquake in your life but if you did and it was a big one it may put you at a greater risk of dying than a tornado ever could (granted you have a proper cellar built for tornado protection

Higher value means there is more energy in the atmosphere for air to rise. Basically the higher the CAPE, the bigger storms you will get if they fire. 3000 is pretty high. I'll probably be chasing around there tomorrow.
