UK and France did nothing when Hitler reoccupied the Rhineland, which was against Versaille and an act of fucking war. UK did nothing when Hitler annexed Austria. UK also called a special meeting with other European leaders in order to GIVE the Sudetenland to Hitler in the hopes of avoiding war. A meeting where Hitler promised to everyone he would end his expansionist ways. UK continued to do nothing when Hitler strongarmed and invaded Lithuania after this meeting. And then, when Hitler finally invaded Poland with the USSR, the UK gave him 3 days to leave before they would declare war.

This was essentially an act of war and Japan figured it was only a matter of time before hostilities broke out and prepared a pre-emotive strike to disable the US pacific fleet. It's also possible that he realised this would occur and allowed it to happen without suitable defencive preparations, thus giving him a reason the people would accept for going to war for (((them))).

So Pearl Harbor was a way to try and knock out the navy before the fight even started. This way, while america would be busy trying to rebuild their navy after it got destroyed, Japan would already have had complete control of Asia. They never attacked Russia because that never factored into their plans. No reason to start shit with a world power when you dont really need to, especially when they are focused on someone else. but Pearl Harbor was a failure in that way because it didnt destroy the navy completely, which is what the whole "sleeping giant" comment was about. Kind of like when someone would hit hulk hogan in the back with a chair in the hopes it knocks him out, but it just pisses him off and he hulks up and kicks their ass.
