It's somewhat possible because the frontlines around Dumayr are virtual, there wasn't any clashes for years, and food, water is given to the "pocket" regulary. But I doubt people living in peace for a long time would like to go to Idleb or Jarabulus, hell even folks from al-Waer came back to where they came from, because of the treatment on the Turkish border in Jarabulus.
