Because the outlines of facial features are usually defined by shadows and those are obviously going to be black. When you have dark skin it is harder to see those features and anything that might be considered beautiful gets blurred into the rest.
Also might be genetically ingrained behavior in light skinned human subspecies to associate darkness with being "dirty", as in having rolled around in the mud and not having sufficient sense of hygiene to clean it off. Hell, even the brown Indians are clearly divided between those that are lighter and those that are darker (Dalits, Untouchables).
I think this is wrong. I particularly and speaking only by myself think white women to be in the middle, under asians and above black and mulatos and mixed races (pardos). But, and this is a big but, there are more extraordinarily beautiful women in the mulato "diapasão".

basically, all of the features we find beautiful are more exaggerated with lighter skin and eye color. we also associate blondness with neoteny, which we usually find attractive in women.
It can actually be deceptive too though, where a woman who isn't otherwise facially attractive has all the right features (light skin, pink lips, light eyes with strong limbal ring, light hair) and we still see her as attractive even though she wouldn't be if not for those features.

I can appreciate when they have stand out features but I am not interested in the gestalt result. Particularly their faces turn me off while conversely, I ignore a lot of average features in a "white" girl if she has a pretty face.
I've tried to self-analyse this and have really only come to the conclusion that the whiter the better (for "non white" women) it seems for me.
For instance I like pale Indian girls but not brown Sth Indian/Dravidian girls. I like milky Japanese or Chinese girls but not darker rural or deliberately brown asians like Ganguro fashion girls (tanned white girls and "white" Latinas are even a bit of a turn off).

I'm generally only attracted to black women when they have caucasian features (no long-shaped head, no big lips, straight or wavy hair, relatively skinny, etc.). Maybe that;s just due to genetics (as a white guy I'm more likely to be attracted to white women), but I don't know because I love me some asian women (particularly filipinos).
