Resounding yes. Before ISIS' huge gains, they were just a ragtag group of insurgents based in post-invasion Iraq, thanks to America's destabilization. The United States has been ACTIVELY trying to exact a regime change in Syria since at least the Bush era, and have been undermining the Assad government for much longer than that. American and British intelligence assets were already in Syria helping the "rebels", many of whom were extremists. Weapons and intelligence that ended up in the hands of "moderate rebels" easily ended up in the hands of Al-Nusra (Al-Qaeda) and other groups. In fact, many of those moderates ended up joining the extremist factions, bringing the weapons with them. Thanks to America destabilizing Syria, ISIS was able to take advantage of the chaos and take large swathes of land. American weapons ended up in their hands. The same fucking thing happened in Libya. Remember when Gaddafi kept saying that the rebels were terrorists? He was right all along.

It was literally reported for over a decade that the US government was actively trying to remove Assad:
