Tax on the ingredients used to prepare it - especially in markets. There's nothing bad with eating something unhealthy once in a while but don't make it easily accessible for people at home.

The solution is to end all socialised healthcare, make people responsible for their own bodies. Health insurers can afford to insure people who look after themselves for less, creating a financial incentive to be healthy.

Because everybody benefits from better infrastructure. Even if most of the money are spent on useless shit, some would still go to infrastructure. States can self-regulate.
Also, you can't be sure every company out there is going to do that - but when the state is involved it has some power over the companies, so when you want to change something, the change is everywhere.

Competition is what drives companies to assume practices that reduce cost, or increase quality and convenience to customers. If any given companion refuses to reduce costs where able, competitors will do so and take it's share of the market.
