He only has the powers to dissolve parliament (usually on the PM's request), call for referendums (I prefer they do so without neding the parliament's consent, only enough signatures from the people; this way it works as a new check on political power and the people can use it to get shit like term limits, less power to politicians, etc) and appoint judges.
In most monarchies, they don't pay taxes and are not tried by any judge, so they have nothing to gain, and a lot (the future of their kids) to lose.
