It isn't that retarded really. Refugees who are truly seeking refuge from persecution go to a neighboring country on the same continent with a less oppressive regime. People who make the trek and risk their lives to get all the way to Europe are purely economic migrants looking solely for higher paying jobs and a better quality of life.
