I think you meant 'during the Meiji era' By the time WWII came around the Emperor was back to being a pseudo-puppet for the Military. Not nearly as much as pre-Meiji, but definitely not the guy with power. I bet early-Heian and pre-Heian era emperors had a fair bit more power as well, but that's pre-writing in Japan so who knows.
