Because Poland, compared to Russia, was economically higher. Implementation of communism didnt help, so Russia had to funnel dosh to help keep Poland on the leash. The more you went west from Russia, the more Russia had to spend money there, because they were closer to the west and were able to escape more easily, plus were able to see how the west were doing.
