(1)Most of them are indigenious, from the territories we once conquered, and don't want to start shit.
(2)Intelligence agencies that actually do their job and have an unspoken rule of leaving no terrorist nor anyone associated with terrorism alive.
(3)There are still terrorist attacks from time to time. You cannot have muslims with no terrorism, unless free speech is suppressed to the point when terrorist attack do not reach news, and even then it just takes different form.
(4)Basically, muslims are one of our biggest problems. We just have to deal with it because killing them all would create even worse problems, and nothing else can fix it permanently. Chinks killed up to 2/3rds of their muslims as recently as XIX century and this did not prevent the habit of flipping out and stabbing people (when they can't get guns or explosives) from reoccuring. So it was not very smart of you to actively import this problem

There are though. I know of 3 that happened since 2014. The problem is that they never achieve anything, the SPB Metro bombing was a unique example of them actually getting away with something.
In 2016 ISIS kidnapped and executed a police officer in Dagestan (who was also a Muslim) and told him to denounce the government and praise ISIS. The cop instead called everyone to fight back against terrorism. IS edited that part out, but Russian special forces found and killed them shortly after by identifying them from the video, found the original full clip, and uploaded it in its entirety to the same IS website. Putin then gave the cop's family am award for patriotism.
