panorama checkpoint under IS control means the main western neighborhoods-brigade 137 road is cut and that the SAA has only one road left, which is surrounded by IS from 2 sides (north and south). It would mean, if IS cuts that road too, 3 SAA pockets and not 2. and the SAA held euphrates university, stadium, assad hospital, etc on the highway could fall easily since they would be surrounded from all sides except the northeastern one. there are several hills north of the brigade, overlooking it.

Also, under EU regulations, citizens of other EU members have the same property and ownership rights as domicile citizens so there isnt obstacle in that regad either.
