I believe that they flooded anonymous social media with pro-Trump posts to make it appear that Trump had much more support than he actually had, and it swayed people to Trump's side. We don't yet know whether they succeeded in changing votes, and probably we never will. The US government would never let us know if they did. I think it is unlikely.
